The City of Durham’s Community Development Department, the Durham CoC’s Lead Agency, has reopened its ZoomGrants website for the submission of project applications for the 2019 Continuum of Care Homeless Grants Competition.

The same website is available to any eligible organization that wishes to submit a pre-application and application for the 2019 Continuum of Care Domestic Violence Bonus that is a part of this grants competition.

The Community Development Department received four questions about the use of ZoomGrants for the 2019 CoC Grants Competition. Please see the questions and the Department’s responses below.

1) Is the placement of a project on probation as a result of the evaluation of Durham’s CoC-funded permanent housing projects a “contingency” that should be addressed in questions #2 and #3 on the “Application Questions” tab? Please advise.

No, the evaluation of projects earlier this year and development of a PIP for a project placed on probation is a separate process. We would have requested a response to any “c ontingency” during the review and approval of the Pre-application that had been submitted in ZoomGrants.

2) Can you clarify what is needed on the “Budget” tab? Please advise.

No additional information on the “Budget” tab is required. The budget information submitted as part of the e-snaps application is sufficient.

3) On the “Required Documents” tab, are you looking for the same project policies and procedures that were submitted in March 2019? Please advise.

Project policies and procedures should be attached ONLY IF the organization has made any changes or amendments to the policies and procedures since they were submitted earlier this year. If there have not been any changes, the policies and procedures do not need to be resubmitted. In that case, we will use the scores for the “Housing First” section/component that were used during the March evaluation process.

4) On the “Required Documents” tab, the instructions state: “All organizations must upload documents that are listed as required. In addition, nonprofit organizations are expected to upload the following listed documents: *An IRS 501 (c) 3 letter, and *A copy of the NC Secretary of State’s certification of registration to solicit funds.” During the pre-application process, these documents were uploaded to Zoomgrants. Do we need to upload these documents a second time? Please advise.

No, these documents do not need to be resubmitted. They remain available from the pre-application.

Please note that the period for submitting questions about the Durham’s local CoC Homeless Grants Competition has now closed. Only questions of a technical nature, i.e. how to use ZoomGrants or HUD’s e-snaps website, will now be addressed.
